In which case a fine for tinting is issued
Car owners resort to the services of shakers for various reasons. As a rule, all of them pursue the main goal: to make the trip on their “swallow” more comfortable. Many with the help of toning want to increase the prestige of the car and highlight it "from the crowd." But for all motorists one question remains relevant: how to toned a car so that the traffic police officer does not issue a fine for tinting?
What is toning
Under tinted glass refers to the change in their light-transmitting, color, reflective properties. This is done with the help of a special coating applied to the inside of the automotive glass. Tinting can be made in the form of spraying or a complete replacement of the glass. The latter option is used less frequently. As a rule, car owners tint cars with film coating. It can be metallized, mirror, protective. Thus, the car can be toned in different ways, giving it a glass any shade. Modern tint films have about 9 layers; their thickness is 60–380 microns.Films are equipped with varying degrees of blackout: from 60 to 90%. Many service stations offer customers e-tint. This is the most expensive service. But such a film has light transmission, which corresponds to GOST. And this means that the driver will not issue a fine for tinting due to its low light-transmitting abilities.
The advantages of tinted glass
- Car interior does not overheat in hot weather.
- Tinted windows prevent UV rays from getting inside the car and small fragments getting in there in the event of an accident.
- The film on the windows protects the interior from burning out, prevents the reflection of oncoming headlights.
- Tinting protects the interior parts of the car dealership, made of plastic material, from their possible cracking.
- The film on the glass provides additional insulation of the cabin.
A toned car protects not only the driver, but also the passengers. The main task of the car owner is to choose the necessary type of protective film and install it correctly on the glass in order not to pay a fine for tinting in the future.
The law on tinting (2014)
Rules of the road is a document regulating the possibility of the use of protective coatings for cars.Clause 7.3 contains a list of faults for which it is prohibited to operate the vehicle. The Rules say that tinted glass must have a light transmittance corresponding to GOST. That is, the front glass must ensure the transmission of the luminous flux of at least 75%; for lateral this indicator is limited to 70%. Tinting material should not distort the primary colors, which include red, white, green, blue, yellow. The tinting law establishes stringent criteria by which the value of auto-dimming glasses is estimated (permissible value). In case of their violation, the driver will have to pay a fine for tinting.
The Code of Administrative Offenses of the Russian Federation determines the size of fines for violation of traffic rules. Clause 12.5 of Part 3.1 deals with the issue of tinted riding. If the car is not installed compliant with GOST, the penalty for this offense will be 500 rubles. The rules state that if the driver drives a vehicle where windows are installed, the light transmission coefficient of which does not meet the requirement of the technical regulations on the safety of wheeled vehicles,then the car owner is charged a fine; further participation of his vehicle in traffic with the removal of state license plates is prohibited.
Who can check the window tinting
On the website of the traffic police published the latest explanations regarding the issue of who can conduct a tint check for compliance with GOST.Now these actions can be performed by any DPS officer, whereas previously only special representatives of the technical supervision service had such rights. The check is made by a special device - a taumeter, which may be labeled "Blick", "Tonic", "Light". The device is sealed on a mandatory basis, and a certificate is attached to it (valid at the time of verification). The driver has the right to check the certificate before the procedure. Measurement of tinting by traffic police officers is performed at stationary posts. Therefore, if the driver is asked to check the light transmission of glass on the road, he has the right to legally refuse it. And to check the tint in stationary posts, a traffic police officer must make an administrative detention.
Is it possible to avoid a fine for tinted glass
The Rules of the road clearly spelled out in which cases tinted windows do not correspond to GOST. Therefore, the question of how to avoid the fine for tinting is inappropriate. But in order to prevent unlawful removal of numbers, the driver should follow certain rules.If a traffic police officer wants to check the glass for light transmission, the owner of the car should:
- check the presence of the measuring apparatus with the inspector;
- make sure that a valid certificate is available;
- the allowable power supply of the device should be 12 volts (± 0.6 volts)
- if the auto glass is thicker than 7.5 mm, it can only be measured with Glare + and Tonic;
- Measurement of the light transmission of glasses can be made only at temperatures of + 15- + 25 ° С;
- to check the air temperature, the inspector must have a hygrometer, a thermometer or a barometer.
